Role: Executive: Public Procurement Management

Reporting to: Chief Executive Officer (CEO)

Location: Windhoek

Nature of the position: 5-year fixed-term contract

Primary purpose of this position:

  • To participate in the development of the CPBNs Strategic Plan and annual business plan placing emphasis on Public Procurement and disposal of assets.
  • To provide the Board with advice, analysis and recommendations to enhance decision-making capacity of the Board in respect of adjudication and evaluation of bids, policy making, compliance monitoring and capacity building activities to enable the CPBN to achieve its mandate.
  • Directs the implementation of Public Procurement and disposal of assets, oversees Monitoring and Evaluation of Contracts in accordance with the Public Procurement Act.
  • Develops and oversees the implementation of strategies, systems, policies and procedures for conducting the bidding process on behalf of public entities for the award of contracts for procurement or disposal of assets that exceed the threshold prescribed for public entities.

Key Performance Areas:

Strategic Planning and Development of Systems and Policies

Provides technical procurement inputs into the development of both a five (5) year Strategic Plan and the various Annual Plans, to ensure the said Plans align with CPBNs mandate.

Integrate CPBNs Annual Plan into the Public Procurement Management Departmental Plan.

Public Procurement Management Process Planning

Drives the development and execution of PPM operational systems and standards, to be reviewed by the Chief Executive Officer.

Public Procurement Contract Award Management Process

Reviews advertisements prepared by the Procurement Specialist to ensure accuracy, cliarity and alignment to the PPA guidelines.

Monitors the advertisement of Bids by the CPBNs internal Procurement Management Unit to ensure the stipulated bidding period is adhered to.

Evaluation, Contract Award, Monitoring & Evaluation

Drives the development and maintenance of processes that are aligned to the PPA to oversee the evaluation process.

Stakeholder Relation Management

Provides input into the Stakeholder Relations Management Plan initiated under the Stakeholder Relations Division.

Manages and oversees the implementation of CPBNs internal and external stakeholder engagement plan, ensuring professional support and advice is always provided.

Leadership and Human Capital Management & Development

Provides recommendations for the development/review of the PPM departmental structure to ensure alignment with CPBNs organisational structure.

Reporting and Internal Communication

Reviews the accuracy of submissions to be submitted to the relevant Board Committees and the Board.

Qualification and Experience Required:

  • Honours Degree (NQF8) in Procurement, Logistics & Supply Chain Management, or relevant discipline.
  • Masters Degree (NQF9) in Procurement, Logistics & Supply Chain Management, or relevant discipline, will be an added advantage.
  • Membership and CIPS (Chartered Institute for Procurement and Supply), qualifications, will be an added advantage.
  • Eight (8) years relevant working experience, of which 5 years should be at senior management level.
  • Procurement experience in areas of Engineering, ICT, Medical/Pharmaceuticals, will be beneficial.
