Role: Executive: Legal & Compliance
Reporting to: Chief Executive Officer (CEO)
Location: Windhoek
Nature of the position: 5-year fixed-term contract
Primary purpose of this position:
- To oversee the provision of legal services by providing sound legal advice and making sound legal decisions that protects, defends and ensures the integrity of regulatory decisions and upholds the statutory integrity as per the Public Procurement Act (15 of 2015) as amended.
Key Performance Areas:
Strategic/Operational Planning, Policies and System Development & Implementation
Participates in the development of CPBNs five (5) year Strategic Plan and Annual Business Plan.
Budget Formulation and Implementation
Prepares and develops an initial budget for the Department in line with CPBNs annual budget planning cycle.
Legal Services
Develops, implements and refines the framework and related policies and procedures for regulation and compliance.
Acts as advisor on the technical and procedural aspects of regulatory compliance requirements to the Executive Management Committee, Sub-Committees and Board.
Advisory Services Support
Work alongside other functions and departments within CPBN to provide accurate and timely advice on various legal matters.
Provide advice on contract requirements, legal risks and liabilities, with research to evaluate risk factors impacting business decisions and operations, apply effective risk management techniques, and offer proactive advice on risk factors.
Compliance Management
Oversee the monitoring and implementation of the Compliance Management Policy to ensure alignment to the relevant regulatory and legal framework.
Management of Personnel and other Resources
Work with Human Resources Department to ensure that the Departments structure is filled with the right skills set at all times.
Qualification and Experience Required:
- Masters Degree (NQF9) in Law OR
- Bachelor of Law (LLB) (NQF8) Plus Admission to the High Court as a Legal Practitioner.
- Eight (8) years relevant working experience in a Legal and Compliance environment, of which 5 years should be at senior management level.
