Role: Executive: Finance and Administration
Reporting to: Chief Executive Officer (CEO)
Location: Windhoek
Nature of the position: 5-year fixed-term contract
Primary purpose of this position:
- To support the Chief Executive Officer in the overall prudent financial long-term and short-term planning and management of the organisation, including Asset Management, Information Technology and Security in a manner that helps CPBN to achieve objectives.
- To lead the Finance Department in developing and controlling the implementation and maintenance of the CPBN Financial management system and policy framework in line with international financial standards and regulatory requirements.
Key Performance Areas:
Strategic Planning, Advice & Policy Formulation (Finance, Procurement, Information Technology and Security)
Participate in developing the long-term strategic plan (5+ years) for CPBN coordinating priorities and operational objectives for the financial management function.
Budget Control
Manages and oversees the formulation of the budget by applying modern budgeting techniques, comparing the previous budget and performance and by collecting details of budget requirements for each business unit/or function.
Financial Control and Compliance
Guides the setting up of financial systems and development of policies and procedures to monitor all CPBNs financial activities.
Internal and External Auditing
Ensures that the department prepares requisite audit documents and always cooperates with the auditors.
Develops programme to monitor implementation of internal audit recommendations by staff on an ongoing basis.
Financial Operations Management
Oversees the preparation of management accounts and ensures that accurate financial management reports are presented to the Chief Executive Officer and the Board, on time.
Reviews existing costing models and ensures that adequate processes and mechanisms in this regard are in place.
Develops medium to long-term financial plans for the CPBN investment portfolio.
Leadership and Staff Management
Provides recommendations for the development/review of a Finance and Administration departmental structure and is consistent with the CPBN organisational strategy.
Security Management
Responsible for the safety and security of CPBN assets and staff.
Reporting and Internal Communication
Examines the accuracy of Board and Subcommittee submissions and reports and submits them to the Board for approval.
Prepares and submits monthly, quarterly and annual departmental reports as required.
Qualification and Experience Required:
- Degree in Accounting (NQF8) Plus a Masters Degree (NQF9) in Accounting/Finance/Commerce/relevant field OR CIMA/CA qualification.
- Eight (8) years relevant working experience, of which 5 years should be at senior management level.
