Role Purpose

Meatco NCA Board of Directors is seeking a strategic leader to drive and implement the primary goals and objectives of the Meatco NCA Subsidiary initiatives in line with the main Meatco mandate and Meatco Act. The Chief Executive Officer (CEO: NCA) will provide strategic vision, leadership, and direction to Meatco’s Northern Communal Area (NCA) business. Reporting to the Meatco NCA Board, the CEO: NCA is responsible for ensuring commercial viability, operational excellence, stakeholder confidence, and sustainable growth in line with Meatco’s national mandate.

This role requires a proven CEO who can deliver strategic transformation across the livestock value chain, champion farmer empowerment, and position NCA products as globally competitive while ensuring strict compliance with quality, food safety, and regulatory standards.

The CEO: NCA will be responsible for operations at Katima Mulilo, Rundu, Eenhana, Outapi Abattoirs, the Mobile Slaughtering Unit, as well as the Ongwediva Meat Processing Plant/Bonanza.


Qualifications & Experience

  • Bachelor’s Degree in Business Management, Agriculture, and/or Finance or a related field.

  • A Master of Business Administration will be an added advantage.

  • Minimum 10 years of progressive leadership experience, including 5+ years at senior management level, ideally within agribusiness, food processing, Agriculture, FMCG or related.

  • Deep understanding of NCA Livestock value chain and its complex challenges is a comparable advantage.

  • Knowledge and experience in livestock procurement, agro-processing, and local and international meat markets.

  • Demonstrated ability to operate at CEO/Management/Board level with a track record of delivering corporate transformation and sustainable growth.

  • Proven leadership and strategic planning capabilities.

  • Namibian citizen with a valid Namibian Code BE driver’s license.


Key Deliverables

Strategic Leadership & Vision

  • Define and execute a medium- and long-term strategic plan for Meatco NCA operations, aligned with Meatco’s broader corporate objectives.

  • Champion innovation, sustainability, and competitiveness in livestock procurement and beef processing.

Market Development & Growth

  • Secure and expand market access for the Meatco NCA beef products locally, regionally, and internationally.

  • Drive revenue and profitability growth by diversifying product offerings and customer bases.

Operational Excellence

  • Oversee livestock procurement, feedlot operations, and facility management with efficiency and cost discipline.

  • Ensure compliance with all regulatory, veterinary, and trade standards.

  • Deliver accurate financial, operational, and strategic reports to the Meatco NCA Board.

Stakeholder Engagement

  • Build and sustain trust-based relationships with NCA and communal farmers at large, regulators, and industry stakeholders.

  • Advocate for NCA producers and represent Meatco at industry forums, government platforms, and global trade discussions.

Leadership & Culture

  • Lead, mentor, and empower diverse teams, instilling a culture of accountability, performance excellence, and constructive labour relations.

  • Promote transformation, inclusivity, and rural empowerment in line with national development goals.

Governance & Administration

  • Organise and record Meatco NCA Board meetings and related, and implement decisions, resolutions, and directives of the Meatco NCA Board.

  • Develop, review, and implement annual budget, strategic and quarterly plans for the Meatco NCA. Deliver annual audited financial report of the Meatco NCA.
